Steps:

1. Add a language
2. Go to Content/Content structure
3. Click Create and select Landing Page
4. Select layout and click Create
5. Fill required fields and publish
6. Go to Content/Content structure and select recently added CI
7. Go to Translations tab and click [+]
8. Select a language for your new translation and language to base on and click Create

Actual result:

Empty Page is opened, there is no layout switcher and no elements menu - see attachment, please.
Console shows:
