In Page Builder edit mode the popups invoked from menu items (popup from Send for Review, popup from Publish later) are covered by the Blocks toolbar. Screen:

This results in poor experience, as user has to move or hide the toolbar and invoke the action again.

Steps to reproduce:
1. Login as admin
2. Go to Page
3. Click edit
4. Toggle the menu in the bottom-right of the page
5. Click "Publish later"

Expected:
Popup is not covered by toolbar with blocks

Actual:
Popup is covered by toolbar with blocks
