Steps to reproduce:

1. Login to back office as administrator user.
2. Go to Admin / Content structure.
3. Create new content e.g Folder (do not publish it yet!).
4. Send content to review (select administrator user).
5. As an administrator user go to 'View Notifications' and select from the list 'content review request'.
6. Publish content using the quick review publish button.

After performing 'publish content by quick review', the draft content is published.

Expected result:

Draft content shouldn't be published while user send request to quick review.

Comment:

Please note that user see 2 publish buttons which makes the customers confused.
