Cannot open Targeting block Settings after removing segment

    Description

      Cannot open Targeting block Settings after removing segment.

      Steps:

      1. Create Segment group.
      2. Create Segment in the group.
      3. Add Targeting block.
      4. Assign content item to the segment.
      5. Publish LP.
      6. Remove segment in admin.
      7. Edit LP.
      8. Try to open Targeting block Settings.

      Actual result: Settings are not opened, block disappears, console error occurs (also attached):

      POST http://ez5.lh/admin/page/block/request-configuration-form 404 (Not Found)
