Tag block validation is triggered prematurely.

Steps:
1. Create new LP.
2. Add a Tag block with content.
3. Add empty Schedule block.
4. Delelete this Schedule block.
5. Add another empty Tag block.
6. Select 2nd Tag block (try to enter Settings or delete).
Actual: It's not possible to interact with block. "There's missing blocks configuration." message appears.
Expected: Validation is not triggered prematurely.
