Redesign the way version sorting is done per siteaccess and language.

Context: This affects the "Versions" pop-up form in Studio.

Background: Issue was discovered in a customer request bug (linked).

Previously (before CS bug): No sorting was done. Meaning on any siteaccess all verions were displayed.

Currently: In the scope of the bug sorting of versions per siteaccess/language was introduced however not without some workarounds. The reason being that the existing layout of the Versions pop-up form does not allow for fully and clearly reflecting the architecture behind the versioning system.

Desired: The pop-up form should be rebuild in order to make it fully compatible with the versioning architecture in terms of sorting per language. In more detail it should be based on the layout used in Platform (Content / Content structure / Versions).
