It would work in same way as ShippingManager.

DiscountManager needed to be able add discounts depending on , for example, number of items in basket, weight, total sum, product sets and etc.

Currently it is possible to add discount to product only.

eZBasket::updatePrices resets all applied additional discounts on each call.
