When following INSTALL.md, you are only provided with permission instructions about the ezpublish/ folder.

Nothing is said about ezpublish_legacy. The setup wizard System check provides those instructions, but in some cases, it won't even show, since the var cache isn't writable (maximum nesting level reached in eZINI).

The easiest way is to add proper permission instructions in INSTALL.md.
