Implement a maintenance command to run as a cronjob.
This command would allow specific services to plug in with a service tag, so that several cleanup actions can be executed.

This command would be executed on a regular basis (via CRON).

Idea of first cleanup tasks :

• Cleanup Stash stale objects for persistence cache
• Cleanup Stash stale objects for user hash cache.
