Regarding documentation for configure clustering for eZ Publish 5.0:
in Setting it up for an eZDFSFileHandler, in doc.ez.no, it is said in step 3 that

Dedicated settings must be provided using either config.php, or config.cluster.php, at the root of your eZ Publish setup
(...)

The referred filed should be places in /ezpublish_legacy folder and not on the root of eZ Publish setup
