After defining an ezflow layout as non-translatable, the zone/blocks of object translations are not properly updated.

Steps to reproduce:

1. Create a new class with a layout attribute (or duplicate the landing_page)
2. Add the class to zone.ini.append.php to at least one existing zone:

   AvailableForClasses[]=new_class
   

3. Create a new content of that class in Eng, there is no need to add blocks
4. Create a new translation in Fre
5. Edit the class, and set the layout as non-translatable.
6. Edit the content in Eng, performing changes (add blocks, etc)
7. Finally, edit the content once more in the "Fre" language

Result:

In the new Fre translation, the zone layout is not modifiable, however it was also not updated - the content should be the same as the one in the main language 'Eng' because it is non-translatable.

Expected results:

When editing in another language, the layout/blocks should have the same content as the main language.
