Urldecode is generally necessary to use the custom variables with templates, for example to decode spaces back from %20.

I added this in the list of PHP operators (the urlencode counterpart is already there)

Alternatively, this could also be done in the kernel, but using it in the templates makes ths scope of custom variables a bit larger.
