SiteAccess concept is currently related to eZ Publish only, including SiteAccess dependent configuration.

Extracting it to a dedicated bundle would let any Symfony developer to use it. This would also allow a clearer separation of concerns of eZ Platform

• ConfigResolver
• ConfigurationProcessor and Contextualizer.
