The current rules for Assetic are only enabled for the prod environment and only if it is defined in the ENVIRONMENT variable.

There is a PR to change the Assetic rewrite rules for Apache2 in order to be used for environments different from dev, so prod environment will use the Assetic rules without having to declare the ENVIRONMENT variable.
