If you move a block and publish then the block names will be mixed up.

Steps to reproduce:

1. On admin interface, create a new content of type "Landing page";
2. Add a block of type "Campaign" and call it "Campaign Test";
3. Add a block of type "Highlighted Item" and call it "Highlighted Item Test";
4. Publish;

Current block order:

Campaign - Campaign Test
Highlighted Item - Highlighted Item Test

5. Edit new "Landing page" content;
6. Slide one block over the other ( this bug appears even if you use the arrows );
7. Publish;

Expected block order:

Highlighted Item - Highlighted Item Test
Campaign - Campaign Test

Actual block order:

Campaign - Highlighted Item Test
Highlighted Item - Campaign Test
