Now that there is s scope change when running a command(https://jira.ez.no/browse/EZP-24598) the exception

[Symfony\Component\DependencyInjection\Exception\InactiveScopeException]
You cannot create a service ("request") of an inactive scope ("request"). Is thrown.

This is triggered by eZ\Publish\Core\MVC\Legacy\Kernel\ buildLegacyKernelHandlerWeb trying to get the request service when none exists in the current scope as stated by the exception.
