The templates used during user registration must be customizable by means of configuration.

The approach could be to use a limite subset of the View API, by making the controller actions return View objects (UserRegisterView, UserRegisterConfirmView). A MVCEvents::PRE_CONTENT_VIEW event listener could then catch this view, and set the templates according to the configuration.
