When publishing a role draft with the REST API, no information about the role that got published is returned. We should return the location of the published role, like publishing content does.

Role draft publishing currently returns HTTP 201 Created, this is wrong (should be used for newly created resources only). Content publishing returns only HTTP 204 No Content, we should do the same for roles.
