https://jira.ez.no/browse/EZP-14719 fixes this for when the exclamation mark is at the end of the URL. But if it is followed by a non-char that will also be stripped, such as a quotation mark, then the exclamation mark will remain and cause the same symptoms as in that issue.

Example: This is "My Article!" becomes This-is-My-Article!. The exclamation mark should not be there.
