Action: in ezxml wyswyg, create table containing custom tag and heading, but put another heading above the table to ensure there is no paragraph element before the table. Publish or disable and enable editor tools.

Expected: heading <header level=3>Heading 3</header> will stay as level 3

Actual: heading changes to <header level=5>
