The customer requested a feature which allows admin to use two search engines (Solr and Legacy) simultaneously.
The customer wants to use Solr only for a search engine, e.g. only for selected search form on the front-end, and still use a Legacy search engine when interacting with PublicAPI (e.g. ContentService).
