Currently attempting to visit any of content tabs ("Content structure", "Media", or "Link Manager" by the user with policy "State assign" under Locked, Not locked (or both) limitations ends up with an error:

An exception has been thrown during the rendering of a template ("Argument '$targets' is invalid: Must contain objects of type: ObjectState").

Steps to reproduce:
1. Add 'state; assign; New State: Lock: Locked' e.g. to the editor role.
2. Create a new user and assign it to this role.
3. Click content structure or any other position under the content tab.
4. See that mentioned exception is thrown.
