Description
User story
As an Administrator, I want to assign a policy ‘Content/Translations' to a user group so that the user in the group can administrate all the languages in the system
Context
There is only one policy to administrate all the languages. It's not consistent with the rest of the application when it comes to the Admin Panel (such as Section, Object States,...)
Adding new policies now will create a BC break. We need to wait for 3.0 to make it right.
Design
For consistency with the rest of the application, if the user does only have Setup/Administrate, then the user will only see the language table with no action possible. For an example please see the ticket for section: EZP-29099
If the user has Content/Translations, then the user sees the options to edit, delete, create.
