System Information / Composer time inconsistency.

Steps:

1. Go to User settings / Time zone.
2. Set Europe / Warsaw.
3. Go to Admin / System Information / Composer.
4. Note down the times for packages.
5. Go to User settings / Time zone.
6. Set Pacific / Auckland.
7. Go to Admin / System Information / Composer.
8. Note down the times for packages.
9. Compare times.

Actual: Most times are shifted by 10 hours but some by 12 or 11 (attached).
Expected: Times ares shifted by the same number of hours.
