When creating a draft and saving it, it's not moved to the initial stage of the workflow.

Steps to reproduce:
1. Login as admin
2. Create new Content Item of Content Type that has workflow defined
3. Save draft
4. Quit editor

Expected:
Content Item is in initial_stage stage

Actual:
Content Item is not in any Workflow stage
