Anchor is not saved to custom tags

Steps:

1. Add custom tag in RTE.
2. Click on anchor icon, fill name and save.
3. Publish content.
4. Edit.

Actual result:
Anchor is not saved to custom tags. Only icon is visible.

Expected result:
Anchor is saved.
