ConfigResolver is being used too early

Description

Example from ~~EZP-30699~~, but xmltext and other bundles is also affected: https://github.com/ezsystems/ezplatform-xmltext-fieldtype/pull/103 when running commands like bazinga.

Needs to be fixed by setting siteaccess before loading command to be run.
