Empty Object state group causes error when changing state and publishing new item.

Prereq.: At least one empty Object state group exists and at least one with some states.

Steps:

1. Log in as admin to admin panel.
2. Go to Content / Content structure.
3. Select some content item.
4. Go to Details tab, State details section.
5. Change state for one of the groups.

Actual result: State is changed but error occurs in UI

Could not find 'ObjectState' with identifier 'array ( 'groupId' => 9, )'

Remarks: Error occurs also when publishing new e.g. Folder
