Intermediate states are displayed in UDW.

Disclaimer: Not exactly a bug, more of a performance concern / UX issue.

Steps:

1. Add Administrator users & Anonymous users groups to bookmarks.
2. Open UDW, go to Bookmarks.
3. Select Administrator users.
4. Set network throttling in browser to slow.
5. Select Anonymous users.

Actual result: Anonymous user is first displayed in 3rd column and then in 4th. Please see recoding https://recordit.co/mKoEnY4lBi.
Expected result: Intermediate tastes are not displayed.

Remarks: Without network throttling this results in "blinking" of contents of columns.
