Widget header is not visible.

Steps:

1. Go to Content / Content structure.
2. Create new item.
3. Click e.g. Send to review.

Actual: Widget header is not visible (screen 1).
Expected: Widget header is visible (screen 2).

Remarks: Affects Publish later also.
