Steps:

1. Go to Dashboard.
2. Click Create.
3. Select eZ Platform folder.
4. Click Edit button.
5. In Short description field embed content item.
6. In UDW select Media folder and click Edit.

Result: Two action bars are visible. 

Remark: The same occurs for Create on the fly.
