Description
When trying to select location e.g. edit/create a role and location is not empty then error message show (locationId=NaN)

Steps to reproduce
1. login to Backend

2. edit any role and select any policy type

3. Try to select Location (before try to select, this input must be empty)

4. close/select location

Show error 'Internal Server Error'

The message should not appear
