It's not possible to create a new Content Type.

Steps to reproduce:
1. Login as admin
2. Go to Admin -> Content Types
3. Go to "Content" Content Type group
4. Click the "+" button to create a new Content Type

Expected:
Content Type creation form is displayed

Actual:
Error:
