Steps to reproduce

1. Create a User without the User/Password permission
2. Log in as this user
3. See the entry "Change password" in the User menu
4. Open the "Change password" page
5. Enter the old and a new password
6. See "User does not have access to 'password' 'user'"

This is very irritating for the user, that Step 3+4 are available but is not usable. I would expect not see the option at all.
