When deleted content and emptied trash, can't publish content with linked in richtext to deleted content (if it has more than one translation)

Steps to reproduce

1. Install Ibexa DXP 3.3
2. Add new language in BO e.g fre-FR
3. Add language in ezplatform.yaml to site and admin_group in section languages
4. Create Folder
5. Create Article and in richtext add link to added Folder
6. Create translation for Article
7. Delete Folder and empty trash
8. Edit Article in French language and remove the link to deleted content
9. try to Publish

Result

 "eZ\Publish\Core\Base\Exceptions\ContentFieldValidationException: Content Fields did not validate"

Expected Result

The content should be published without any problems, regardless of other translations
