When a different language than the first one is set as a default for admin SiteAccess, UDW will still propose the first language from the list.

Steps to reproduce
1. Fresh installation of Ibexa DXP v3.3/4.0
2. Log in to the back office as admin user
3. Add a new language French fre-FR
4. Change languages configuration for admin_group as follows:

        admin_group:
            languages: [fre-FR, eng-GB]

5. Clear the cache and in the back office open UDW, select a Location and click on the "Create new" button.

Result
The English language is selected as a default language

Expected result
The French language is selected as a default language
