Description

Steps:

Go to Shipping management and add shipping costs to DE.
Add some product to basket.
Go to Checkout, fill delivery address to Germany.
Go to Summary.

Result: Shipping costs are not added to price (both in basket and checkout)

Please note that shipping cost calculation work as expected on 2.5 (see attached screenshot)
