Edit after checking issue:

Backend is required here before frontend can fix anything.

Currently backend doesn't provide necessary information - in endpoint `http://localhost:8000/admin/module/universal-discovery/locations` (which is used both in UDW and content tree) full data is only provided for create, edit is missing `restrictedContentTypeIds` and `restrictedLanguageCodes` properties.

Edit from Content Tree menu level does not respect language limitation.

Steps:

1. Create user with policies like in IBX-2825 (also attached - access to create and edit in French).
2. Follow steps in mentioned ticket and as admin create English article with French translation.
3. Log in as user from step 1.
4. From Content Tree context menu try to edit the article from step 2.

Actual result: On the right menu with language selection opens. It's possible to choose English and create draft.
Expected result: As in case of main menu Edit button, user should edit French draft(s) only.
