There are two small bugs in dropdown component:

1. Change event is triggered even if there was no change in dropdown (user clicked the same option that was already selected)
2. Change event isn't triggered when using JS function clearCurrentSelection

Steps to reproduce ad1:

1. Go to Content structure -> details
2. In change section dropdown click same option as was already selected

Current behaviour:

Page reloads

Expected behaviour:

nothing happens
