Steps to reproduce:

1. Log in to back office.
2. Go to Admin / Content / Tags.
3. In 'search' input start typing e.g 'test' phrase.
4. Click on 'X' button in search input to clear searched phrase.
5. Verify elements on tags list.

Alternatively scenario where functionality works properly:

1. Log in to back office.
2. Go to Admin / Content / Tags.
3. In 'search' input start typing 'Root' phrase.
4. Click on 'X' button in search input to clear searched phrase.
5. Verify elements on tags list. 

Tag list is not empty which is correct behaviour. Root tag is visible on the list.

User needs to reload the page to see available tags.

Expected result:

Tags list shouldn't be empty (default 'Root' tag should be visible).
