Steps to reproduce:

1. Create a new "Editor" user.
2. Create an "Article" content.
3. Log in as a newly created "Editor" user.
4. Edit "Article" content and "Save" to create a new draft.
5. Log in as an "Administrator" user.
6. Try to edit "Article" content and compare differences between the "Conflicts" modal and the "Versions" tab.

Result:
One is able to edit content using the "Versions" tab, but not when using the "Conflicts" modal.

Expected result:
One shouldn't be able to edit content using both the "Versions" tab and the "Conflicts" modal.
