Steps to reproduce

1. Install Ibexa DXP v3/v4
2. Create a new role
   
3. Create a user and assign the user to the early role created
4. Create a new language
5. Create an article in two languages
6. Login on created a user
7. try to change the priority of the created content

Result

The user gets an error "An error occurred while updating location priority". In logs, we can find: "The User does not have the 'edit' 'content' permission with: locationId '66'"

Expected result

The user should can be change priority of content
