Code (twig, css and js) for left menu and sections in edit forms needs cleanup and refactor, as just before release there occured major problem with newly implemented tabs in anchor menu and it occured that content edit works differently from all other edit forms.

In this task both css and js code is unifed to work correctly for all cases.

Also there is fixed error, when user tried to publish form and there was an error in tab different that user was currently on. Now there is error icon next to tab (and in case if dropdown, icon next to list entry) indicating there's something wrong .

Tests should include all cases, examples below:

1) content edit form with tabs, Content tab has sections

2) content edit form with tabs, Content tab has no sections

3) content edit form has no tabs, but there are sections

4) content edit form has no tabs and no sections

5) other forms like content type edit (case when form has sections)

6) other forms like section edit (case when form has no sections)

FIn content edit form there should be checked both versions with tabs (below four sections) and dropdown (above four sections)
