Steps to reproduce:

1. Make some linter/prettier error into js/scss file, commit and push
2. Wait for tests, frontend-ci will fail
3. Make some changes into php files (or other than js/scss), commit and push
4. Wait for tests

Expected behaviour:

tests should still fail, as errors from step 1 weren't fixed

Current behaviour:

tests passes, as frontend-ci job doesn't run
