Steps to reproduce:

1. Clean installation of Ibexa DXP.
2. Create any folder under Ibexa Digital Experience Platform content, for example: Destination.
3. Edit "Editor" role to have the following policies:
   
4. Create user and assign this role to him.
5. Log in as the user from the previous step and create "Article" content under Ibexa Digital Experience Platform.
6. Try to add another location to the newly created article, use Destination folder.

Result:
You are not able to add Destination location without content/create policy with folder Content Type limitation.

Expected result:
You should be able to add Destination location to the newly created article.
