Steps to reproduce:

1. Create 2 Text blocks in any Landing Page content, set Title and Text to 1 and 2 respectively.
2. Publish content.
3. Edit content, change the order of the blocks, and publish.
4. Edit content.

Result:
Blocks are in the same order as in step 2.

Expected result:
Block should be in order as in step 3.

Note:
The issue doesn't occur on v3.3.
