Steps to reproduce:
1. Clean installation of Ibexa DXP 4.3 or 3.3
2. Add ibexa_workflow.yaml
3. Create new editor user 
4. Add new languages: fre-FR, esl-ES, ger-DE
5. Create new content (e.g. folder) and publish
6. Create new translation of this folder (e.g. spanish) and publish
In "view" and "translations" tabs both translation (english and spanish) are available
7. Log in as new editor user, create two new translation (french and german) and send them to review
8. Log in back as admin user, edit french translation and publish using the "publish" button from the customer workflow
In "view" and "translations" tabs three translation (english, spanish and french) are available
9. Edit german translation and publish using the "publish" button from the customer workflow

Result:
Only three translation (english, spanish and german) are available in "view" and "translations" tabs

Expected result:
All four translation (english, spanish, french and german) are available in "view" and "translations" tabs

Note:
Translations publish correctly using our standard publish button
