Wen you start a new workflow by editing some content that has already been published (implying that that workflow config has content_status: [draft, published] or content_status: [published]), it will not show up in the "Review queue" in the dashboard

How to reproduce:

1. Create a review workflow with setting content_status: [draft, published]
2. Create some new content and publish it
3. Edit the content, start a workflow transition by sending the draft for review to some user
4. As the reviewer, access dashboard and experience that the new draft is not in the review queue
