When I want to create a new Catalog in nightly, then by default all filters labels are displayed above the table

When I use selected filter and add some values:

Products meeting criteria (filters) are not displayed.

Expected result: These labels should not be displayed by default, we should have only tags when I applied some filter(s), and then products should be listed.

Something was broken in 4.4.x
