Currently PC (for example, attributes) has its own custom validation, implemented in PC bundle from scratch. As we need this kind of validation in other places as well, we can move validators to admin-ui helpers.

What to test:

It's implementation was in Product Catalog, all create/edit forms except Products (so attributes, catalogs, attributes groups, etc). The only implemented validation is for required fields (such as Names/Identifiers)
